"Una salud primaria adecuada ofrece atención integrada, receptiva, continua y orientada a la comunidad proporcionada por un personal sanitario competente. Para lograrlo, los Gobiernos deberían reformar la educación médica y ayudar a los proveedores a actualizar sus habilidades para una atención basada en equipos multidisciplinarios.

Se tiene que cambiar la forma de compensar a los proveedores para incentivarlos a trabajar como médicos generales en lugar de como especialistas y en las comunidades rurales en vez de las ciudades. También será necesario modificar los requisitos de autorización para los profesionales de la salud y reforzar las tecnologías de la información."
